Description: The file includes highways under the New York State Department of Transportation jurisdiction within the boundaries of Urbanized Areas in New York State that meet population thresholds, and the Urbanized Areas additionally designated by the New York State Department of Environmental Conservation, and that are subject to the requirements of the SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s) and the New York City MS4 SPDES Permit. To be included in the regulated Urbainized Areas, Census blocks must have a population of 1000 or more per square mile, and a total population of 50,000 or more within the surrounding municipal area.

Copyright Text: MS4_Highways_2017.shp was created from NYS_JUR.shp (version date unknown; accessed June 2017) and Reg_MS4_Areas.shp. Linear features that lie on the border of polygon features such as MS4 boundaries are often missed by the clipping tool in ArcGIS, therefore a 3-meter buffer was temporarily added to the Reg_MS4_Areas shapefile to retain as many of the highway segments as possible. Reg_MS4_Areas.shp was created by merging the New York State Department of Environmental Conservation's shapefiles of regulated MS4s based on the 2000 and 2010 Census, and additional areas designated by the NYSDEC as of 2013.
